Not very long ago, a perennial New York City problem was growing to the point where it threatened to undermine a huge sector of the city’s economy. Tourists, conventioneers, and traveling businesspeople had always rained dollars on New York’s hotels, restaurants, clubs, cab drivers, etc. But visitors faced an increasing daily onslaught of panhandlers, “squeegee guys,” petty thieves, and other small-time criminals.
A client of mine is a culinary professional. A few years ago she was thrilled about attending her first Fancy Foods Expo—until she had to climb over several sleeping, malodorous drunks in the stairwells of the enormous Jacob Javits Convention Center. And subway travel, for years the most efficient and inexpensive way to get someplace quickly, was becoming something only the most adventurous would do.
Derelicts and addicts deserve compassion for whatever pain has weakened their power to live. At the same time, everyone deserves livable public spaces free of urine stench, sidewalks not littered with spent crack ampules, and a chance to use those sidewalks without hearing pleas—or vociferous demands—from beaten-down individuals who can’t focus on anything but their next bottle, their next fix.
